Top 50 House members of the 119th Congress by score, among those who wrote at least three bills.

How is the score worked out?

Ranking members by how many bills they file rewards volume, and filing is free — in the 118th Congress one member filed 606 nearly identical bills restricting funding. So instead each bill is scored by how far it actually travelled:

Filed, and went no further1
Survived its committee3
Passed one chamber8
Passed both chambers15
Signed into law25
Mass-filed near-identical bills0

Add up the points for every bill a member wrote and you get their score. These weights are our judgement, not a fact. The percentile compares a member only against others in the same chamber and the same Congress.
